**Effective immediately:**

- ❌ NO new economic primitives without RFC-0315 foundation
- ✅ Parameter tuning via field testing only
- ✅ Implementation bugs can be fixed
- ✅ RFC-0315 completion has priority

**Reason:** L1 stability required before L2/L4 development
